The Integrated Coastal Management Act
The National Environmental Management: Integrated Coastal Management Act (No. 24 of 2008) was signed into enforcement on 1 December 2009. Most environmental policy and legislation is set at national level and falls under the umbrella of the National Environmental Management Act (NEMA), 1998. The ICM Act represents the culmination in the development of a management regime that started with a position Green Paper and was followed by a policy White Paper endorsed by Parliament. The ICM Act establishes a system of integrated coastal and
estuarine management regimes that protects the coastal environment and the maintenance of its natural functioning, while ensuring that development and the use of coastal resources is sustainable and sympathetic to prevailing coastal conditions.

The is established to ensure the protection of the ecological integrity, natural character and economic, social and aesthetic values of the coast. The coastal protection zone nominally includes land falling within 100m of the high-water mark in urban areas and within 1km in rural areas, unless otherwise determined by the MEC (Member of Executive Council).
The ICM Act calls for the development of a coastal management programme (CMP) at the national, provincial and local levels. These, aligned with each other, ensure integrated, holistic coastal management at all levels of government.

The ICM Act follows the principle of participatory management & calls for the public to participate in ensuring sustainable management & development in the coastal zone.
One of the core elements of the ICM Act is the role played by stakeholders. The Act attaches great importance to the principle of participatory management, whereby all parties that have
jurisdiction over the area in question should be consulted. It also calls for the public to participate in management changes in the coastal zone. This ensures that you, the public, has a voice in the management of our coast.

The Controversial Mr Vali Moosa and Beach Ban Act - Failure of Tourism

If Mr Vali Moosa is so geat at his job, how come he ensured that there
was no PPP (Public Participation Process) involved in the Implementation
of the 4x4 ban, and that the tourism issues associated with the 4x4 ban
were never brought to the table for discussion?

One needs to read the definition of the term "ADVERSE EFFECTS" in the NEMA (National Environmental Management Act), in conjunction with Section 24 of the South African constitution, then think clearly why
no charge of violation of our rights as is enshrined in the bill of rights (Chapter 2) of the constitution has been brought against Mr Vali Moosa.

Is it perhaps because of the imminent mining of the sand dunes of iSimangaliso wetland park world heritage site along the Elephant Coast and the surrounding areas?

One just needs to think why there is a proposed harbor just north of the iSimangaliso Wetland Park World heritage site in Northern Mozambique , and the picture becomes very clear, Mr. Vali Moosa is
preparing the public for the failure of tourism so that he can offer mining as an alternative income for the residents of this very impoverished area.

Who will oppose a man with such "IMPECCABLE" conservation record?

Is there any way that you could find out why there has not been any PPP (Public Participation Process) meetings around these issues as is mandated by the World heritage Act, the 4X4 ban, The ICMA (Integrated
Coastal Management Act) and other related legislation including the MSA (Municipal Systems Act)?

Preservation of cultural Heritage

IUCN and UNESCO make strict provision for the preservation of cultural heritage. In the absence of cultural heritage a nation has no national pride. There is also the danger to dictate national pride. No person has the right to reserve himself the obligation to dictate some one else s culture nor religion.

Yet we reserve our self these rights on social networks and reporters reserve them selves the right to dictate life styles, religion and culture. It does not reflect well one ones willingness to function as a nation. We can hide behind criminal activities and do blame shifting to keep the past alive, but history is exactly that. Just History. A avenue of our past that we should respect, but with out the emotional attachment to blame or victimize or belittle some one else.

The real character of an individual is not to follow mass media as a flock of sheep, but to distinguish between right and wrong. The ability to project one self in another circumstances and try and understand the reason why this person chose the set path or words. It is of utmost importance to remember that with out respect for one another there will be no respect at all. To judge a nation by the action of one individual is foolish and futile.

This is the main concern of when we chose with out consideration the destination of another. We will be judge according to our own religion for atrocities committed to another. If we do not understand the needs of others we cannot compile useful implementation of sustainable development. The fact that people still slaughter Goats or Sheep next to their dwellings does not make from them a lesser being than one that can afford the consions of habitat destructive life style for the sake of individual posterity ...

Develop the ability to seek mutual ground that will be beneficial to all ...

This said it is totally ludicrous to cut people out of the economical frame work by applying principals that is based on the strongest will survive.  This is childish school yard politics that will only lead to events where certain members of the society will find out that they are not as chosen as they would wish to be and that the oppressor can quickly become the victim.

Set your emotional high ground aside and work for the betterment of the people around you.

The Tame Seal of Nam

Ever since I can remember we where taught never to touch wild animals. As I got a little older we where taught never to tame a wild animals.

It looses it's natural fear for humans and becomes a problem animal. Please people Wild life at it's best is untouched.

Seals of Nam is a controversial organization and it seams to be managed by the same people running Seal Alert, an individual or group, removing Seals from the wild and keeping them captive for various reasons.  I have approached them and have asked them about their legality and loco standing, but they have referred me to their lawyer with out giving me relevant contact details.

It is unclear what their motive is along the lines of educating the public and up holding the Gazetted White Paper of South African Environmental Affairs relating Conservation issues of South Africa. Seals are a Cites II protected species. Under guidelines of Cites the public should not be encourage to interfere, restrain or touch such a specie. This controversial issue should be clarified soonest before irrevocable damage is done to this specie's natural ability to function in the Wild.

Why we need to take part in Public Participation

Was in St Lucia on Thursday. Working the floor of the supermarket got to
deal hands on with some customers from the out lying rural areas. Since
I know how these people suffer since the 4x4 ban I have sympathy with
their struggle to make ends meet.

Yet the fact they they have to rely on natural resources and government
grants makes me nervous in how to deal with the matter at hand. With the
current flow of the combined iMfolozi and St Lucia Estuary the water is
land locked for a longer period of time.

Water levels and flow channels are now pushing far inland carrying
trapped marine species all the way in to the rural areas. This would not
have happened if tidal movement was regular these species would not have
had the time nor the reason to move in land.

The demand for equipment to poach these species has risen. Since I am
the primary buyer of fishing tackle with a clear understanding how legal
equipment can be extensively used to poach on a massive scale I am in
personal conflict.

We are in dire need to make sales to turn a profit to pay the very
expensive rates and taxes ass well as the inflated Eskom bill, but as a
conservationist I am reluctant to distribute equipment that I am aware
that will contribute to the total destruction of a fragile specie.

Since various of these activities has been reported to relevant
authorities with now feed back to the public we understand it is about
feeding a nation, but understanding sustainable utilisation one
understand that these resources can be managed better for the benefit of
struggling communities.

Hypocrisy is the state of pretending to have virtues,

So many people grab at the Emotional side of their conscious when they
have to make a split second decision about nature conservation and
sustainable utilisation. The thought they then grasp leads to selfish
preservation of the planet.

In most cases these emotional victims far exceed their own welcome on
the planet and they justify themselves by intruding on other peoples
rights and good founded conservation principles in an effort to balance
their own fatal life style.

These people are Hippocrite's and they should not have a vote in the
matter. Each function/action on earth leaves an carbon footprint. People
with a deeper/larger carbon footprint should not be allowed to vote on
the utilization of earth resources of people with a lesser carbon foot
print.

"Hypocrisy is the state of pretending to have virtues, moral or
religious beliefs, principles, etc., that one does not actually have.[1]
Hypocrisy involves the deception of others and is thus a kind of lie.[1]
Hypocrisy is not simply failing to practice those virtues that one
preaches. Samuel Johnson made this point when he wrote about the misuse
of the charge of "hypocrisy" in Rambler No. 14:

Nothing is more unjust, however common, than to charge with hypocrisy
him that expresses zeal for those virtues which he neglects to practice;
since he may be sincerely convinced of the advantages of conquering his
passions, without having yet obtained the victory, as a man may be

others, those attempts which he neglects himself.[2]"

Rhino Poaching vs Rhino Sales

As a Conservationist their is no doubt in my mind that animals cannot compete for habitat in a capitalistic society with out monitory value. Emotional out cries against hunting and animal products has lead to many species loosing the race against alternative land usage and even though many people are shouting Eco-tourism it proved stupid to  base the health of large Eco-systems on the success of World Economy. With action and adventure sport, cheap destinations and Discovery channel setting expectations the foreign tourism market have no way to support the animal population explosion in South African Game Reserves.

As long as some thing has a monitory value there will be money to protect it. Let us take Gold, Oil and Drugs for an example. The new G.O.D of the world.

2012 GAME AUCTION AND THE CHEQUE HAND-OVER TO THE MDUKU COMMUNITY

Ezemvelo KZN Wildlife (Ezemvelo) will hold this year's Annual Game
Auction at the Sibaya Casino and Entertainment Kingdom, on Friday, 25
May 2012 at 11:00. The Auction will be preceded by the cheque hand-over
ceremony to the Mduku Community which will begin at 10:00.

The Auction forms part of the bigger strategy that Ezemvelo uses to
remove animals considered "excess surplus." These animals are removed
for ecological reasons to safeguard their habitat and are translocated
throughout Southern Africa

Buyers interested in bidding for White Rhino will be required to
complete a detailed questionnaire before they are permitted to register
on the sale day. Viewing will take place on 24 May 2012 at
Hluhluwe-iMfolozi Park, Centenary Game Capture Centre from 09:00 to 15:00

Last year's game auction in June raised an amount of R 8 566 490

The auction will follow the traditional format of offering both live and
catalogued animals. Only 215 Nyala and 24 rhino will be sold through
live auction. The rest of animals listed below will be sold off the
catalogue.

24 Giraffe
160 Zebra
40 Red Hartebeest
20 Kudu
20 Black Wildebeest
35 Impala
16 White Rhino

The Auction will be attended by various dignitaries including Inkosi Z
Gumede of Kwa-Mduku Tribal Authority. Inkosi Gumede will receive a
cheque of R960 000 from Ezemvelo CEO, Dr Bandile Mkhize.

The R960 000 is the money raised through the much publicized white rhino
hunt that Ezemvelo facilitated on behalf of the Makhasa Community Game
Reserve earlier this year.

Commenting at that time, John Mathenjwa, the chairperson of the Makhasa
Community Game Reserve indicated that the money generated through the
rhino hunt will be used to further address the needs of the community
and the community game reserve.

He further stated that new markets will be built at strategic sites that
are used by tourists when visiting the Makhasa Community Game Reserve.

TWO RHINO POACHERS ARRESTED

MEDIA RELEASE: TWO RHINO POACHERS ARRESTED 

A joint under-cover operation involving Ezemvelo KZN Wildlife (Ezemvelo) and the Durban Organised Crime Unit resulted in the arrest of two men who are suspected to be members of rhino poaching syndicates operating around Hluhluwe iMfolozi Park. 

Both suspects were arrested on Friday afternoon; one outside Melmoth and another in Mtubatuba.

One of the arrested suspect works for Ezemvelo as the Field Ranger stationed at Hluhluwe iMfolozi Park. He joined Ezemvelo in 2004. 

The Investigators have been monitoring the activities of the arrested suspects for more than a year and are confident that the evidence gathered will result in a court conviction. 

The Durban Organised Crime Unit further searched the homes of the suspects till late on Friday to obtain more evidence.

The CEO of Ezemvelo, Dr B Mkhize, has expressed his appreciation to both the Durban Organised Crime Unit and Ezemvelo investigators on the manner in which they went about planning and finally arresting the suspects. “I am excited about these arrests, even more so about the arrest of one of my staff members as he does not deserve to work for Ezemvelo. I trust that these arrests will demonstrate to the public that Ezemvelo is serious about flushing out the rhino poaching syndicates.”

He also pleaded with the public to contribute towards rhino poaching by sending the word “SAVE” to 44135 at a cost of R1.50 to help Ezemvelo raise funds that will be used to purchase equipment needed to fight these professional syndicates which are using sophisticated poaching equipment. 

The suspects’ names have been withheld until they have appeared in Mtubatuba Magistrate Court on Monday

Responsibilities of a World Heritage Site Resident

To live in or adjacent to a World Heritage Site has certain responsibilities. Claiming you are living in a World Heritage Site does not vocalise your voice. Accepting your responsibilities does. 

A World Heritage Site is manage according UNESCO Law signed by the South African Government. It is a residents obligation to see that the Authority abide by this Law and to see that all facets of this Law is implemented correctly and to the best interest of the residents, neighbours and visitors.

To do this a resident must know the World Heritage Act ... and the following ...

What is sustainable development.
What is sustainable utilization.
What is an Integrated Management Plan 
What is a Coastal Management Plan
What is Public participation 
What is user Rights
What is fair usage 
What is Rehabilitated usage
What is "GVE"
How to understand migratory routes and influences of animals

Failing to to under stand this a resident will not be able to have a active part in public participation meetings. Failing to take part in public participation meetings fails the World Heritage Community and your responsibility to live in one. 

You are now merely a squatter in this community and have NO right to voice your opinion or enforce your right to free will.

More tests done on Diepsloot water


Pretoria - Residents in Diepsloot, north of Johannesburg, are still prohibited from using tap water.

Tests conducted by Johannesburg Water on Friday and Saturday showed that the water was clear and had no signs of contamination. However, the city is waiting for results from tests conducted on Sunday to confirm the safety of the area's drinking water.

Last week, residents were advised not to use the water until the testing process had been conducted.
In the meantime, residents have been advised to use mobile water tankers stationed in extension 2 and 7.

Spokesperson for the City of Johannesburg, Millicent Kgowedi, confirmed to BuaNews that the restriction on the use of tap water was still in place.

"Yesterday we conducted tests in the area and we are still waiting for the results. We conducted many tests because we wanted to be sure that the water is not contaminated." - BuaNews

"Themba is moving less and less every day, he is still eating and drinking well but our levels of concern are creeping up again and the fear of infection running out of control in that leg, worries us continuously. We will resist another anaesthetic at all costs but tomorrow, once again, we prepare for this very real possibility. How much more of these can he take? Will this be the one that makes his body say enough is enough? Given all that he has gone through, the level of pressure on the team increases every time. Tomorrow morning we will re-asses his situation and once again weigh up risk vs benefit and pray we are doing the best thing for him. Thandi continues to move around all over the park and shows nothing to concern us.

With official figures on poached rhino during 2012 (up to 16th March) now listed as 135 animals I find it soul destroying to think that since the night of poaching of the Kariega three, we have lost 45 more rhino. This is now an average of three per day. In other words, the horrors of what we found on that morning of hell on the 2nd of March, has happened every day since then to rhino across our country. In spite of more cries of disgust, more arrests, more anti-poaching training and deployment we are currently loosing this battle. We need to do more.

Within this vortex of crime, greed, cruelty and human scum we can't help but admire Themba and Thandi desperately trying to struggle their way out. Thandi still making slow progress away from the gravity that tried to suck her in, Themba, the boy with the courage of a warrior scarcely managing to resist the current. The irony of their story is that should they live, should they free themselves of this life threatening situation, they become immune from the curse that the orchestrators of poaching have place on all rhino. Because they will never grow horns again, the very symbol of their grand stature in natures order, they become worthless to poachers, no longer a target, free from mans greed, free from the threat that stalks every single rhino left on the planet. What a different life they will have if they make it through. Yes, survivors are important. They are important for the species and they are important for the fight. The motivate us in a war that for now we are losing. But we look at them and we learn from their fight, that every single one is important. Survivors of this level of brutality, win immunity. Please continue to support the Kariega team in fighting not just for their lives, but fighting for their immunity...for LIFE."
